Forest Resource Inventory System (FRIS)
Washington State Department of Natural Resources

Privately owned timber can be managed primarily for revenue but the government takes a broader view as caretakers of public lands. The WA Department of Natural Resources (DNR) has three forest management goals: recreation, preservation and revenue/rotation. ANZUS worked with DNR to develop a web-based GIS software application to successfully do just that. The FRIS project allows the agency to transform over $10M of sampled forest inventory data into datasets that support the management of over $5B of forested state lands. Sample data is read into a custom-developed software suite that applies silvicultural activities, interfaces with the USFS growth and yield model (FVS) and then computes biometric statistics for each individual forest inventory unit. The data produced is packaged for use by server-side transformation packages into three distinct data sets and placed in an Agency-wide Data Warehouse for use by scientists, managers and policy makers.

Basic Health Application
Washington State Health Care Authority

The HCA is a state agency created to develop and administer health care and other insurance benefits programs for state employees and retirees and their dependents, community, technical and four-year colleges, K-12 employees and political subdivisions. The HCA also administers the Basic Health (BH) program, a state program created in 1987 to provide health insurance coverage to individuals and employer groups through contracts with private managed health care systems.

The purpose of this project is to create a web site that makes it easy for prospective Basic Health (BH) members (applicants) and groups who assist prospective BH members (applicant assistance organizations) to submit the initial Basic Health application for BH coverage via the Internet, while interfacing with the legacy mainframe and document management systems. In addition, HCA is seeking to decrease manual and dual data entry, improve accuracy and improve service and the response time for application processing. ANZUS consultant Patrick Butler Monterde was primarily responsible for the business analysis, design, development, testing and production of the Basic Health Application. Patrick also mentored and trained the HCA staff in .NET Framework principles, development and application support.

ANZUS staff followed a disciplined effort that included a series of JAD sessions, prototyping and iterative design to develop the application. The developer was able to work with the business units to drive out requirements and enhancements to the application. The project was completed within a compressed time frame and delivered on-time and within a reasonable budget. The resulting application produced significant time savings to the agency as well as improving accuracy and service. I would enthusiastically recommend ANZUS."
